Promoting The Export of the American AI Technology Stack

On July 23, 2025, the White House issued an Executive Order to promote the export of American artificial intelligence (AI) technology.

This order establishes the American AI Exports Program, which will coordinate national efforts to support the U.S. AI industry by facilitating the export of comprehensive AI technology packages. The initiative aims to strengthen the United States’ leadership in AI, enhance economic growth, and ensure that American standards and governance models are adopted globally.

The American AI Exports Program will be managed by the Secretary of Commerce in consultation with other key government officials, including the Secretary of State and the Director of the Office of Science and Technology Policy. The program will issue a public call for proposals from industry consortia, requiring detailed plans for AI technology packages, target countries, and compliance with U.S. export regulations. Selected proposals will receive priority support and access to federal financing tools to aid in their development and deployment.

This initiative highlights the importance of maintaining American technological superiority in AI and reducing reliance on technologies from adversarial nations. The program aims to align federal resources with the goal of expanding the global presence of American AI solutions while fostering pro-innovation environments in partner countries. By leveraging diplomatic, technical, and financial resources, the White House seeks to enhance U.S. competitiveness in the rapidly evolving global AI landscape.
