Executive Order on Nuclear Regulatory Commission Reform
On May 23, 2025, President Donald J. Trump signed an Executive Order aimed at reforming the Nuclear Regulatory Commission (NRC) to support the U.S. nuclear industry and reduce dependency on foreign technologies. The Order outlines regulatory changes designed to expedite the licensing process for new nuclear reactors, establish clear deadlines for approvals, and adopt science-based radiation limits. These reforms are part of a broader initiative to position the U.S. as a leader in nuclear energy, significantly increase energy capacity, and promote economic growth through job creation.
The Executive Order directs the NRC to revise its regulations and guidance documents within 18 months, with an emphasis on balancing safety with the economic and national security benefits of nuclear energy. Key changes include creating fixed deadlines for licensing, facilitating the approval of reactor designs tested by defense agencies, and streamlining the licensing process for microreactors and modular reactors. Additionally, the NRC’s organizational culture is to be adjusted to better support the expedited processing of license applications, thereby encouraging the adoption of innovative nuclear technology.
President Trump highlighted the importance of nuclear energy in achieving American energy independence and economic resilience. The administration aims to increase the nation’s nuclear energy capacity from approximately 100 gigawatts (GW) to 400 GW by 2050, addressing challenges posed by a historically risk-averse regulatory culture. This reform is seen as a significant step toward enhancing the United States’ position as a leading energy producer and ensuring national security through a diversified energy portfolio.
